From 1st October 2012, any planning application relating to land within the Legacy Corporation Planning Area must be submitted to the Legacy Corporation, rather than to the local borough, with the exception of an Application for a Lawful Development Certificate (for an Existing use, Proposed use, or Operation or Activity in Breach of a Planning Condition) or a Certificate of Appropriate Alternative Development. Applicants should apply to the relevant local authority for these types of application.
The precise area affected includes parts of the London Boroughs of Hackney, Newham, Tower Hamlets and Waltham Forest.

The Legacy Corporation will accept planning applications either electronically (which is the preferred method), by mail or in person.
The Planning Portal
The Legacy Corporation uses the Planning Portal which is the Government’s planning resource. To make an application you will need to register with the Portal.

Community Infrastructure Levy (CIL)
The London Mayoral CIL came into effect on 1 April 2012. The London Mayoral CIL is intended, in the first instance, to raise £300 million towards the delivery of Crossrail by 2019.
The Legacy Corporation is required to collect the London Mayoral CIL, on behalf of the GLA/TfL.
Your development may be liable for a charge under the London Mayoral CIL. If the Mayor’s CIL applies to your proposed development, you are required to complete and return a CIL Additional Information form with your application. If you do not provide this information your application will automatically be deemed invalid until we receive the completed form.

Once you have prepared your planning application on the Planning Portal website, you may submit it to the Legacy Corporation Planning Policy and Decisions Team electronically via the Planning Portal or print it and send it to us by post.

Pre-Applications Discussions
If you are intending to submit a planning application to the LLDC, you are encouraged to discuss your planning proposals with a member of the Corporation’s Planning Policy and Decisions Team (PPDT) before doing so. This is particularly important for large and more complex planning schemes. PPDT staff can advise you on which documents and drawings are necessary to ensure that your application will be validated and that an assessment of your scheme can then begin. Your planning application must be accompanied by a fee that is set by the Government. Details of the fee are set out on the Planning Portal. You can pay by cheque, made payable to the London Legacy Development Corporation – Planning Policy and Decisions Team, or contact us to arrange a bank transfer on 020 3288 8820.
